In 2021, California made a historic commitment to its youngest students. Under Assembly Bill 130, the state launched the Expanded Learning Opportunity Program (ELOP) — requiring every qualifying school district to provide free, high-quality expanded learning programs for all students in grades Transitional Kindergarten through 6th grade. Before school. After school. During summer. Every year.

This wasn't a pilot. It wasn't a competitive grant. It was a permanent structural mandate backed by billions in dedicated state funding — and it changed the economics of California's education landscape overnight.
